Seeing is Engaging

In our new report, we examine the transparency of economic development incentive programs in 229 small- and medium-sized cities across 45 states. While most name the company up for a subsidy, and approve the project during a project hearing, just one in nine cities has an economic development process that actively encourages residents to participate in their local economy — and also allows people to see whether incentive deals succeed over time. Our interviews also revealed a strong desire among economic development practitioners to improve their programs and processes.
